[Talk-GB] place=village|town|city and admin_level tags

The first one I picked at random was

It looks to be more likely this is a random boundary to a residential area rather than a parish boundary and probably shouldn't have boundary tags on at all. I think what I'm saying is they'll need checking on a case by case basis.
