[Talk-GB] traffic_intervention tag

Hi All,

I like the (I think) unofficial "traffic_intervention" tag as it highlights
interventions that are increasingly common to try to discourage driving.
I'm assuming it's unofficial because At the moment, it's confined to three
values:
- school_street
- modal_filter
- one_way
One of the other methods being used is to designate a road as "access only"
and prohibiting use by motor vehicles as a through road.
Is there a case for having an extra designation or is this a special case
of modal_filter (because it's enforced by ANPR camera rather than physical
obstructions like bollards or planters. Or are they all duplication of
information that can be implied from existing tags like oneway=yes or
access=destination or motor_vehicle:conditional?
The use case I'm thinking of is being able to search OSM for places where
these new interventions have been implemented and then cross reference with
other data. Alternatively is there any scope for recording when changes
were implemented (on the ground, rather than in OSM), if that is possible
to ascertain?
