It's fairly common for roads in London to have postal_code=* with just 
the first half of the postcode. It is potentially useful, as there are 
duplicates of many street names within the London post town.

Whether it's actually useful depends on whether Nominatim, routing 
software, or other data consumers actually use the tag.
