[Talk-GB] Tagging a Driving Test Centre

While looking at something else nearby, I see my local DVSA Test Centre
is merely a building, with name "Herne Bay Test Centre". Not great. What
is tested? However a quick search for inspiration hasn't found any clear
guidance. I see one example where the tags office=government and
government=transportation have been used

along the right lines. A quick check with overpass turbo shows there are
a few sites with these tags, but they have been applied also (not
unreasonably) to a couple of offices related to Transport for London.
However in Cheltenham we have building=residential for the local centre

examples such as amenity=driving_school name=Driving Test Centre (this
is the local DVSA centre) https://www.openstreetmap.org/node/4705439493
Reading around the subject I see there are "over 300" centres but
whether it's possible to obtain a full dataset under acceptable terms is
another question.
