[Talk-GB] Identifying new-ish housing estates

We spotted this a while back actually. The House of Commons Library
publishes water supply area data from Ofwat under OGL:

It's quite obvious where the new housing estates are. It seems to be
updated pretty early on - a lot of these areas appear to be unbuilt in
satellite imagery still, even though the data is a year old.
