In some areas the sewage undertaker is different from the water
supplier - normally the sewage is handled by one of the major water
companies such as Thames or Wessex while the water is supplied by a
more local company. There are some weird historical reasons for this,
as some water suppliers escaped nationalisation in the mid-20th
century for reasons I'm still not entirely clear on...
For new developments the developer can opt to use an independent
operator for water, sewage, or both (along with gas and electricity).
I am also a bit confused about what benefit this gives.
