[Talk-GB] maxspeed=none

Hey everyone.

maxspeed=none means a road with no legal speed limit. While that exists
in Germany, I don't believe any such roads exist in GB, however it
seems we have about 1k in OSM.

This seems like a mistake when there is no speed limit sign. I don't
drive, but I believe you're still in a "zone" when there is no sign.

I think they should be changed to maxspeed:signed=no.
