That's one example which happened to be at hand.

The actual wording is...

“mountain” includes, subject to the following definition, any land 
situated more than 600 metres above sea level;

That's more than just "mountainous land", it explicitly uses the word 
"mountain".

(The "following definition" is a qualifier for locations which are 
explicitly defined otherwise by the relevant countryside body).
