However in the example of the Medway Tunnel the actual signage is:
No pedestrians
No horse-drawn vehicles
No horses
No cycles
No stopping
Speed limits are variable up to 50 mph.

I don't think the Medway Tunnel therefore is a "motor road" which I think
best fits the category of non-motorway special roads:
