I used to work in Gov Funded Business Support. One such tourist railway was very keen to be classed as public transport due to a number of financial tax break advantages. One criteria (of many), apparently, to be classed as public transport was to offer single tickets. In theory these were available. Unfortunately, at the ‘end of the line’ on this particular railway there was no platform so passengers could not leave, or board, the train and had to return to where they started.
