The law in the UK regarding the definition of caravans is very lenient.
In the UK a caravan is a habitable structure, with lengths no more than 20m
x 6.8m, internal height of no more than 3m, and can be moved to another
site in no more than 2 pieces.
They can be built on site with no plans to ever move them. The link below
shows a "caravan" with four bedrooms and 2 bathrooms. It reasonable to
argue that a person buying one of these probably won't ever be planning on
moving the building.

The site based planning laws for caravans tend to be more lenient than for
a permanent structure. So in the UK we see lots of holiday properties that
are legally caravans, but are effectively permanent buildings.

I'd assume the UK definition of caravan is not found in other countries,
and it would be best if OSM avoided the UK definition of caravan

Onto the Haven "Holiday Park" sites.
That being large fenced sites where you stay in an effectively
permanent building and with most needs (entertainment, bars, food,
shopping) available on site.
I believe a suitable tag is tourism=holiday_park , but that is not
documented.
