[Talk-hr] Transnational vandalism notice

Hello everybody,

I'm a mapper from Videm (IT). Recently in Trst area local community
discovered several vandalism acts (mostly in city area) performed by same
person with different accounts. Some of his/her changesets involved SLO, HR
and A area. Edits are both evident damage and fake objects mapping.

Known accounts are:

[1] uid 6080759, Karma2811, who received a 9 year block
[2] uid 6400648, now "Trieste OSM Team", blocked until next logging +4 days
[3] uid 6631989, now "karmaAL", blocked until 2017-09-15

OSM Data Working Group is going to revert everything, but his/her activity
it's likely to resume.

For detection criteria I'd check for:
- above uid's or newly created
- editor iD
- some changesets in Trst area
- highway renaming (in pseudo-italian) and reclassification
- oneway added
- POI offset
- fake building (mostly clones)
- fake highways
