The resolution of the tiles that JOSM requests from WMS servers does
not change if you zoom in & out.  So if you first set up the WMS layer
at a wide zoom, JOSM will request tiles with a very low resolution
from the WMS.  Later, if you want to zoom in close and look at the
details you'll need to use the "change resolution" option mentioned
above when you are zoomed in closer.
