Sorry for the delay in my response.  Absolutely you can
publish the data in OSM, you have my full support.  You can list Pacific
Disaster Center as the source.  I’ve attached the spreadsheet for
the police stations.  The data itself was digitized over GlobalHawk or P3
aerial imagery.  I believe the coordinates were published by NGA, I’m
not certain though.

We serve our data up through WMS/WFS/AGS feeds, we don’t
have KML at this time.  We are an ESRI user with and ArcSDE & Oracle backbone. 
If those feeds can be consumed, anyone is welcome to use them as they are available
to the public.  If you are able to use shapefiles I can export the data
out with the problem of having no mechanism to receive updates to the datasets. 
Last resort is creating a spreadsheet like the one attached.  It takes
about a half hour to go through the steps to get it in this condition.  I
don’t have the time to support updated spreadsheets.  
 
I have been out of the loop on the e-mails, trying to catch up 
(there are a lot).  I have a deadline of COB tomorrow to get training
materials for a Vietnam Risk Management course out the door.  I should be
able to engage further after that.

Yes OSM would appreciate your permission to add these (and other emergency
related) POI to our database.
Please send me/the list a spreadsheet/kml/xml file containing the POI you want
to share.
Please express clearly your intention that you support the CC-by-SA license for
OSM uses.
We will add ad a source tag to your POI, please define a suitable tag.

What would be the best way to get the other datasets you
have in the PDC atlas? Such as the Point of Interest file (which seems to have
police stations, gov't facilities, utilities, etc).

PAHO site has a new version of the Master Health Facility List (v2): http://sites.google.com/a/netspective.org/haiti-health-facilities/home
 
With
regard to quality, the list is the best I know of. Nevertheless, it includes
many rough coordinates and duplicate records resulting from the
aggregation of data from multiple sources. As community members identify
duplicates, improved coordinates or missing information, please send them to PAHO as this is the data set that is
being maintained in direct support of Haiti's Ministry of Health. It contains
the MOH codes that anchor Haiti's routine health information system and
which will be used for long term reconstruction planning and implementation.

Hi all,

I have the link to the spreadsheet from PAHO and some of the resources shared
by UNITAR/UNOSAT & JRC in the form of KML and PDF.

Are those the best for IDP and Hospital (including temp field intl) locations?

Also, I saw a list from Logistics Cluster with contact info for people on the
ground, is that the best resource? Does anyone know one that is better?

Finally, does anybody have updated location for Police and Security
facilities/HQ?
