[Talk-ht] Publicize OSM Haiti to French speaking users

I think that it would be better to have a specific address liketalk-ht-fr at openstreetmap.org.

I leave in Montreal region where there are many haitian NGO. If you think thats a good idea, I could try to find mail adresses of these NGO in order to contact them.
