I'm not aware that Geofrabrik does include the admin borders in their
extracts, you might have more lunk on Cloudmade extracts here:
http://downloads.cloudmade.com/north_america/haiti#downloads_breadcrumbs

or by downloading them from OSMXAPI and then converting to SHP.
