Open Street Map uses Unicode (specifically UTF-8) to encode all text
so the question is really more how do you type accented characters
into your mapping program. That's going to vary widely depending on
your operating system, what language your system is set up for, what
keyboard you use, and other factors.
If you don't need to type accented characters very often it's probably
easiest to cut-n-paste from another source
If you are using Windows and a US keyboard, here are some instructions
on switching to the US-International keyboard:
