You might want to try this URL, adapted by JOSM from GetCapabilities
from the one given by Brian, selecting the same layer:

wms:http://hyperquad.ucsd.edu/cgi-bin/haiti3?SERVICE=WMS&FORMAT=image/jpeg&VERSION=1.1.1&REQUEST=GetMap&Layers=Worldview-2_20100120&SRS={proj}&WIDTH={width}&HEIGHT={height}&BBOX={bbox}

This is for JOSM version 4667.
