subregions and settlements borders in Hungary

Hi,
I'm looking for subregions and settlements borders in Hungary
(kistérség, megye, község).
So far I only found this svg:  http://www.ksh.hu/maps/teratlas/mo.svg
but no borders like in http://tools.geofabrik.de/osmi/?view=kreisgrenzen&lon=16.39485&lat=47.04084&zoom=11
in Austria.
If you have any glue where I could find this or how to ingerate it
into OSM, please let me know.
