Thank you, Zsombor, for your quick answer!

I could not see any raw data in the edit mode. I am interested in the
westhungarian border towards suothern Austria (Körmendi kistérség and
Szombathelyi kistérség). I will read http://wiki.openstreetmap.org/wiki/Tag:boundary%3Dadministrative
as I never did anything with borders before (not even any relations).
The pages you linked describe the procedure in Hungarian. On the
English page the table does not seem to be perfect for Hungary.
