Hi Walter,

the consensus is keeping both the administrative and the statistical
divisions within OSM database but using different tagging for them.
We looked around how others are tagging boundaries maintained for
statistical purposes only. In the US, boundary=census has been introduced
for this purpose [1]. In Central-Europe, we found several examples for
boundary=statistical.

Most likely, we'll introduce boundary=statistical too for tagging divisions
with statistical relevance ("kistérség"). After migration, you'll see only
administrative divisions ("járás") with boundary=administrative  AL7.
