[osm-hu] strange al7 in hungary

Hi Walter,

thanks for pointing out this issue.
As you realized, currently we have two different administrative
subdivisions placed under AL7 in Hungary. One system had been serving pure
statistical purposes ("kistérség"), the other system was created in 2013
for local administration purposes ("járás"). From legal perspective, the
local administration subdivision ("járás") is now the only active system as
it took over the role of the statistical subdivision, that was dissolved in
2014.

We need to further discuss in the Hungarian OSM community if there is any
consumer for the obsoleted statistical subdivisions or we can remove that
completly from OSM
