I believe any polite discussion has this kind of course:
- Someone come in and ask something in a foreign language.
- Someone responds in that language, probably asking a few questions
in due course. Discussion starts in that language, where the person is
able to respond.
- If there seems to be a need for local language discussion it's
proper as long as it isn't about talking behind someone's back. It is
polite probably to ask about whether it's a problem or not.
- If there is a local discussion they can use a translation engine but
it usually mistranslates the details.
- It is improper to make assumptions about the person in a foreign
language where s/he cannot respond.
- The results of local language discussions can be translated back.

That's the polite approach in my opinion, what we have been using for
decades on IRC and elsewhere. I would kindly ask people to be polite
first.
