Background

The Humanitarian OpenStreetMap Team (HOT) has been working in
Indonesia for the past year in partnership with the
Australia-Indonesia Facility for Disaster Reduction and the World
Bank. HOT’s work in Indonesia will be extended for at least one
additional year. During this past year HOT has worked with community
facilitator programs in Eastern Indonesia, regional disaster response
agencies in Jakarta, as well as Universities and the national
government of Indonesia. To continue to support this work a project
lead is required. Additionally HOT expects to expand fieldwork into
other areas of Southeast Asia and will need someone to lead scoping
missions and project design in those areas.

The HOT hiring process is a combination of interviews, field training,
and short-term contracts. We are a small team and believe it is more
important to find the right person who will be happy in their position
than rush to put a body in place. This fellowship is meant to serve as
the first step in that process, through a combination of training and
fieldwork in Indonesia.

Profile

HOT is proposing a 3 week fellowship to a prospective candidate to
gain experience in HOT’s methodologies. The fellowship will be based
in Indonesia and will consist of the following tasks.

Obtain in depth knowledge of HOT's previous activities and planned
activities in Indonesia. Through hands on experience, readings and
discussions.
Conduct outreach activities to partners
Speaking about OSM and HOT
Conducting training in OSM to local NGOs, government and university students
Supervise university students while they teach workshops
Supervise quality control for data collected
Participate in project design
Help design data collection methodologies specific to partners needs
The fellow will report to the project lead for Indonesia. On a daily
basis they will interact with HOT interns from Indonesian
Universities, regional and national disaster management agencies, and
local NGOs. The goal is for this position to eventually transition
into a project lead position for Indonesia and eventually other parts
of Southeast Asia.

Practicalities

Lodging will be in hotel and shared apartment exact dates are not yet
known. Duration of the assignment is three weeks, travel be during
July-August 2012. HOT will cover transportation and insurance costs
overall in the limits of 2,000 USD and a further stipend is negotiable
depending on a candidate’s experience and expertise.

Eligibility criteria

Active in HOT activities and commitment to join future HOT work in the
field specifically in Indonesia
Has participated in project design for Development projects
Education and/or work experience in the fields of GIS or programming
Experience in the field of Development or Emergency Response, ideally
in Southeast Asia
Experience in data collection programs
Previously has lead training and capacity building activities
Expert in editing OpenStreetMap with either JOSM or Potlatch
Experienced in open-source GIS (QGIS and PostGIS)
Interpersonal skills, effective team member, capacity to work under
pressure and in a multicultural environment
Must be fluent in English. Southeast Asian languages such as
Indonesian, Malaysian, Vietnamese, Tagalog, Khmer, Lao or Thai is
beneficial.
