[Talk-id] Bad Central Java import

I noticed Aufan imported a bunch of data in 
buhttps://www.openstreetmap.org/changeset/24587289. Aside from the lack 
of required consultation and lack of a dedicated account, there is a 
lack of OSM tags and bad names (e.g. kml_931).

Does anyone local want to reach out to them, as they're a new user? If 
not, I can send a standard message.

I'm handling the revert.
