JOSM validator is the crudest such thing - it will spot any
overlapping areas IIRC. Not sure about Keepright.

We've discussed that and it may be an option. Keep in mind that lots
of Ireland has little or no land cover mapped, though water pushes
this up a bit. So one suggestion was to do what you describe within
areas known to have high detail.
