Would it be useful if I released an app that allowed you to mark the beginning and end of the zones? I could also gather the speed limit if you drive it at close to the limits?

Could we get the community to help out?

I'm thinking of releasing it for free.  A paid option gets you live camera reports. 

I love to get your help so I can do this without risk of breaching copyrights.
