[OSM-talk-ie] Civil Parish and Barony Map Sheets

I've also added the following OSMIE layers to  josm list:

Barony, Civil Parish, ED, Townland, Political (shows LEAs).

These are updated hourly and are the same layers you can see at
http://dev3.openstreetmap.ie/osm/slippymap.html
