[OSM-talk-ie] OSM Ireland chapter - reboot

I'm happy to support in any way possible. I'm based down in Cork so happy
to support activities down this way as well as nationally.

Keep us looped in regarding dates, etc (happy to travel / video conference
for any meetups).
