I understand the need, but writing both is excessive.
We can (discuss and) decide that we write only English in the name tag
and then figure out how to generate a map in Hebrew for most of the
Israelis who are not very comfortable in English.
Or we can do it in reverse and create a rendering of OSM in English for
those who can't read Hebrew,
It is a general issue in OSM and not limited to Israel or Hebrew. Any
country which uses non-latin alphabet will have that problem as well.
The official word is at http://wiki.openstreetmap.org/index.php/Key:name
and favours using the local name in the local script.
Cheers,
Baruch
