[Talk-il] data from sviva.gov.il

There is a lot of environmental data in the site sviva.gov.il that
can, in principle, be added to osm.
On one hand, the minister published instructions to open data to the
public, but on the other, the terms of use are not clear (the link to
תנאי שימוש is "surprisingly" broken)...
