[Talk-il] West Bank Import

Hi

Working on importing West Bank data collected by JumpStart International, and wanted to notify you all of the work.

JS collected the data in a seperate, public domain licensed server. You can browse it here.

Conflating this with the current OSM data in the West Bank is challenging. Below is the rough current plan. 
One immediate complication is that we had a problem with an earlier upload, and there is bad data in Jenin and Hebron. 

* Clean up the current broken uploads. Requesting reverts from admins on bad uploads.
* Download the current OSM data into a seperate OSM file and distribute to West Bank mappers.
* West Bank mappers load the current OSM file, and the current JumpStart file, and add features in the JS file that are missing.
* Save that updated JS file (which will be CC licesned now) and send to me.
* I'll delete all current features in the West Bank, and then upload the JS file using bulk upload.
* Finally, we'll need to carefully connect the West Bank data into the OSM Israel data.
