[Talk-in] large rivers

hi,

I noticed the Palar river was marked as natural=water and layer=-1.  
Large rivers should be marked as under:

by default everything on a map is layer=0. If a road goes over a on a  
bridge, that part of the road becomes layer=1. Only if a road/river  
goes underground as in a tunnel, should it be marked as layer=-1. So  
a road underbridge would be marked as layer=-1, with the rail line  
over it remaining as layer=0.
