[Talk-in] OSM Local Chapters are coming. Looking for feedback.

hi!

I guess the need for local chapter is very much needed ,so that we can
point out to local authority about OSM .

And it will better if someone puts up a wiki page on strategic
locations (or may be some one has a better idea ).
