you cannot edit these in josm. You are not supposed to do so. You have to use
them as a guide to add the features to the map. Proceudre to be followed is:
1. open the annotations file
2. press green down arrow to import existing map
3. add features. Example: if it is an ATM, add a point and label it as an ATM
with the bank name.
4. then upload to OSM.
