Though the Map Feature page
[http://wiki.openstreetmap.org/index.php/Map_Features#Places] wrongly
describes it for unpopulated place (needs to be edited), but the tag
page [http://wiki.openstreetmap.org/index.php/Tag:place=locality]
gives correct details.
Here's how it looks like:

place=region would be for very large area (eg malnad in karnataka,
vidharbha in eastern maharashtra)
