 Yes, road classification do appear at different zoom levels .. tertiary would appear at a lower zoom than primary.

It appears to me, at least, this discussion is about how things are rendered on the map, rather than how they should be tagged. The tags for road classification, number of lanes, under construction, etc, are all reasonably defined on the map features page. The debate is possibly over whether the mapnik rendering reflects the reality of all these tags together, and the answer seems no. Rendering is primarily about the road classification, which in India (and elsewhere) may not correspond to its travel worthiness. 

If that's the case, I'd suggest we come up with some recommendations for the main map styling, and submit them to the dev list. There's actually an active discussion right now on styling on the lists, the main map styling was changed just yesterday.

At least that's how I see it!
