Not until the government of India clarifies what licence the
data are issued under. OSM is very strict about copyright,
and rightly so.

Not sure if it is the same thing, but apparently ISRO is tying
up with a private company, SatNav, to provide them data. We
should make a representation to the government that mapping
data should be publicly available at least at the level of the
US TIGER data (currently, 5m resolution, I believe).
