[Talk-in] new tag for auto stand

here we go:
amenity=taxi  (already there)
vehicle=autorick
autorick = prepaid/meter

so in OSM it will default to taxi icon, but in our map we will see the auto 
icon. I wanted to use autorick rather than auto because that could be 
ambigous.
