this is only for a small area - the XML button is disabled for area the size 
of India

where - have been searching but cannot find anything

that is not an issue - actually to get the whole of India, one has to take 
pakistan, bangladesh, nepal, parts of tibet and afghanisthan, parts of burma 
and sri lanka also. But the point is the file is 22MB as against 7 gb of the 
full planet.
