I guess, you can start by mapping major highways that are visible in Rural
maps.
Infact at many places volunteers have ensured that google maps lags behind
OSM.
For example Chandigarh bypass to Ropar direct from punjab border.

Since most roads(highways) are arrow straight, mapping with help of
satellite imagery is easy. However beware, there are lots of man made inland
waterways, which look very much like roads from above. Take care about them!
