[Talk-in] Tagging Roads in India

The road tagging scheme has been discussed numerous times without any
concrete conclusion. I have finally put together a detailed wiki page which
describes the current approach that was followed in a more descriptive
manner so that there is no confusion or ambiguity. You can check it out

The proposal covers the entire spectrum of Indian roads and available
highway=* tags that are in use and is also made as consistent as possible
with global usage of these tags. Lets discussions any shortcomings or
ambiguities and finalize this so that it becomes a reliable guideline.
Inconsistent road tagging makes the dataset unusable for a lot of purposes
and will require a lot of effort later to cleanup.
