[Talk-in] maharashtra boundary

Hi,

I just noticed that there is a gap in the Maharashtra boundary
relation near Belgaum -- is this intentional?

Not sure if this has been discussed before -- but wanted to see what
the consensus was.

Second: Telangana now shows (and I've been trying to get it to render
at different zoom levels but "forcing" re-rendering of low zoom tiles.
However, the "short name" of Telangana does not been to be in OSM --
due to which Telangana seems to have no name at z4
(http://www.openstreetmap.org/#map=4/21.49/65.39)

Seems like we need a ISO 3166 code for it -- Wikipedia says its not
been assigned yet (https://en.wikipedia.org/wiki/ISO_3166-2:IN-AS) --
I'm assuming we just wait until something is decided?
