[Talk-in] Id editor on Bhuvan

This is an important question now that we've established that NSRC/ISRO
have working wms, tiles and downloads for serving imagery via Bhuvan,
and also that they're apparently using ID for tagging.
The data policy statements on bhuvan.nsrc.gov.in are, a bit
frustratingly, scattered in different places on their website. I have
pasted below the relevant sections related to the terms of use of their
web services.
Since NSRC/ISRO primarily has other government agencies as its clients,
the easiest statements to find pertain to acquisition and onward
dissemination by appointed distributors, not by web developers and users.

Via Bhuvan, these agencies now aim to reach a wider "user community"
directly via the portal "to promote the development of innovative
applications that will maximize the utilization of Earth Observation
(EO) satellite data generated by our satellites, emerge as a critical
tool for societal development and in nation building."

Bhuvan's web portal and services are established under NOEDA, which
stands for NSRC Open Earth Observation Data Archive, under National
Remote Sensing Centre (NSRC). NOEDA has its terms of use and citation
stated clearly in the FAQs and Policy which are pop-ups on

"Terms of uses and Citation Policy:
"1. NRSC/ISRO grants only single user license for the use of Bhuvan -
Thematic Services from this web portal without requiring specific
permission.
"2. NRSC grants the user a limited, non-exclusive, non-transferable
license with the following terms and conditions.
"i. User can use the services subjected to it is being reproduced
accurately and not being used in a derogatory manner or in a misleading
context;
"ii. User can use the services for his/her own internal needs and
application (including on an internal computer network);
"iii. User can use the services to produce Value Added Services and/or
derivative works;
"iv. User can make the services and/or any Value Added Services as per
their requirement use on behalf of the user;
"v. The user shall indemnify NRSC for any loss; claims and conclusions
drawn out of the direct use of the data or value added services
generated using the data/service by them or by any other third party.
NRSC disowns liability for issues that might emerge due to use of data
for any commercial and/or legal purposes.
"vi. The permission to reproduce this material does not extend to any
material on this site, which is explicitly identified as being the
copyright of the third party. Authorization to reproduce such materials
must be obtained from the copyright holders concerned.
"vii. The data and web service shall remain exclusive property of NRSC,
ISRO. All the Copyright lies with NRSC/ ISRO for data and web services.
"viii. The user will first inform NRSC regarding any improvements and
suggestions to be made in the data/services.
"ix. Digital databases are provided only for authorized users (at
present Govt. to Govt. organizations in India) to facilitate advanced
analysis and integration with their digital databases for region
specific management issues.
"x. Users must invariably acknowledge the data and web service source
and use. The source of the data and service will be cited as described
in FAQ Page 'How Do I Acknowledge?'
"3. Users are encouraged to provide their feedback on services and its
uses through online or email.
"Hyperlink Policy:
"There is no need for permission for linking directly to the information
that is hosted on our website until unless otherwise specified. However,
we would expect a communication from your side to inform us about any
links provided to our site"
Clauses i-iv are quite liberal in the terms of reuse and derivative
works, and clause v makes it clear that they have no liability for the
same. Clauses vii and viii state the data policy for distributors, viz.
those who obtain and disseminate their remote sensing data via the
institutional application process.
On the more technical side, here are some of the relevant FAQs from
Bhuvan, which while imposing a limit of twenty tiles per day to prevent
server overload, also give instructions on how to queue up for further
downloads:
"3. What datasets are available for download?
"The DEM derieved from Cartosat-1 with vertical accuracy of 8m at 90%
confidence , Resourcesat-1 AWiFS data(56m) , LISS III(24m) , Vegetation
Fraction (VF) and Normalized Difference Vegetation Index (NDVI) derieved
from Oceansat2(OCM2), Near Real time Tropical Cyclone Heat
Potential(TCHP) and Hyperspectral data are available for download.
"9. How can I download the data?
"To download the data(CartoDEM, AWiFS, LISSIII, HySI) from this web
portal the user has to follow three simple steps i.e. 1) select the data
category. 2) search the data based on various options available like
Bounding Box based search or map sheet based search or tile based search
or select the Area of Interest (AOI) by simple drawing in map viewer. 3)
Register and login to system and download the data. Note: To download
the NDVI , VF and TCHP data, user can downlaod the data by selecting the
year and month after successful login.
"10. What is the vertical accuracy of CartDEM?
CartoDEM vertical accuracy is about 8m at 90% confidence.
"11. What is the Thematic accuracy of NDVI and VF?
The plot between the NDVI of OCM2 vs. MODIS has given a r-squared value
= 0.98.
"12. Why limited tiles are allowed for download in a day?
As per the NRSC open data access policy, the users are allowed to
download 20 tiles (10x10) per day for Cartosat1-DEM 20 tiles (10x10) per
day for AWiFS and 20 tiles 15'x15' perday for LISS-III for an effective
user and bandwidth management at server end.
"13. What is backlog?
The user can download 20 tiles of Cartosat1-DEM and 20 tiles of AWiFS
data (56m) in a day. If the tiles to be downloaded exceeds the limit,
then the user can save his/her search results in "Backlog" list which
will enable easy retrieval of search results for further download. This
backlog will be available for next 7 days from the time of saving.
"14. What is download list?
Download list is an automatic generated list of tiles downloaded by the
users. If user has got any technical problem during download, he/she can
again download from this list and it is available till 24 hours of data
download. This list is provided to facilitate the user to avoid any
duplicate download of data
"15. How can I locate a place of interest on map?
The place name of interest can be searched through a "Find" utility
given in beginning of web page. This utility will accept any place name
(text) or value to latitude/longitude and will zoom into map viewer.
"16. What is toposheet or mapsheet number?
"The toposheet or mapsheet number is an index to identify the
geographical area based on Latitude and Longitude of the region. The
Mapsheet number used for CartoDEM and AWiFS dissemination are based Open
Series Map (OSM) of Survey of India (SOI) for 1:250,000 scale and for
LISS III data, it is 1:50,000 scale."
