Examples: (operator: "HUDA, Division VI" or "MCG, Zone 4","DJB, Circle N")
HUDA stands for Haryana Urban Development Authority, MCG Municipal
Authority of Gurgaon, DJB Delhi Jal Board
These are large gov agencies and then they are divided in zones or circles
or divisions or sectors etc.
There is rarely an area which comes under single agency. It depends mostly
on the node type.
