[Talk-in] Update Data of Particular Area

Hie Flocks,

I have downloaded data of a particular area like Punjab. Now, my
requirement is update the data of that particular area only. I have read
about osmosis. But I think that tool is able to update or apply change sets
of whole planet file only. Am I right? If yes, then is there any tool
through which I can apply change sets of that particular area on the
database.

If I am unable to explain my problem clearly, then feel free to ask it
again.
