[Talk-in] PMGSY rural connectivity open data

The Ministry of Rural Development last week released their dataset of rural
roads and pois collected by local field surveys via the PMGSY rural
connectivity programme[1] as open data [2][3] under an OSM compatible
license.

The dataset includes:

   - 1 million+ rural habitation points
   - 2.5 million+ km of rural road centerlines
   - ~800k POIs of rural public facilities like school, village office,
   market, bus stop
   - Block level administrative boundaries

Data quality

   - Quality and coverage differs by state due to decentralized data
   collection
   - Dataset regularly updated and open dataset expected to be released
   monthly
   - May contain small amount of errors but generally good since it is used
   for on ground planning

NRIDA[4] is the nodal agency behind the PMGSY programme and have been very
eager to have this data be used as much as possible and have signed MoUs
with commercial organisations to maximize its use.

Some of us were approached by NRIDA for a possible MoU with the OSM India
community, but DataMeet India[5] was suggested as a point of community
contact instead since they are a registered trust. Datameet has several OSM
contributors and has been the most active group representing the wider open
data community in India.

Some of us have already mirrored the datasets on github[6] for easier
access and there's a map available to explore the data on top of OSM[7].

There's already some discussion to evaluate the data quality and figure out
how to use the data for OSM. Those interested should consider joining the
telegram channel for the latest [8]
