Yes, it's just using OSM's user="" tag which contains the user who
uploaded the latest revision. This is partly why I've edited a
disproportionately large part of the map according to that rendering,
if you connect a minor way to a larger way you "own" the major way
according to the database, same thing if you add a node to a way and
so forth.
But it still gives you an idea of how many users edit a given area,
you can see that e.g. Akranes and Akureyri were mostly done by one
user (they're almost 100% red). And that magnusb and the_blanz work
almost exclusively in their own respective suburbs.
