For what it's worth I tried to render these tracks for around 8 hours
while I slept on my dual core Intel Core 2 Duo 2.26G with 2GB of
memory and when I checked it in the morning the python process was at
100% cpu using up nearly all the memory and the out_m.mpg file was
still at 0 bytes.

That was with all 1.4 GB of tracks however, you might have more luck
with a more limited dataset, especially with cut-down tracks.

I didn't find a utility to cut down the gpx tracks to a bbox however.

This is limited to waypoints and doesn't support trackpoints:

This might work but only supports bbox cropping if you edit the
source, and even then claims the feature is experimental:

JOSM's editgpx plugin might be able to do it, and utilities like Viking though.
