[Talk-is] Import of walking routes from LUKR, the Reykjavík, Iceland, GIS department

Looks good.  2011 is promises to be a good year for OSM in Iceland, lots of
BING imagery to trace; Data from LUKR, Garðabær and Hafnafjörður to
integrate and data from Seltjarnarnes pending.  Hopefully the rest of the
country will follow suite and allow their geographical data to be integrated
into the OSM database.
